THREE IMPORTANT ACTS TO KNOW ABOUT

The Insurrection Act

This is an early 19th century device to put down domestic insurrection and Trump is considering whether to invoke it. It would allow him, under certain conditions, to deploy the U.S. military domestically and the National Guard.   If he claims there is an invasion or massive civil unrest and invokes this act, he can use troops to enforce laws, suppress unrest, or crack down on what he claims is a rebellion.  And it doesn’t require state permission.

On his first day in office Trump signed an executive order declaring a national emergency at the southern border. That order gave DHS Secretary Kristi Noem and Defense Secretary Pete Hegseth 90 days to recommend additional actions – including whether to invoke the Insurrection Act.  The report is due on April 20.

If Trump invokes this Act, here’s what could be on the table:

*Troops deployed for domestic law enforcement – not just at the border but potentially in cities across the country

*Military involvement in immigration raids, including far from the southern border

*Protests, organizing, and dissent met with an increased military presence under the guise of “maintaining order”

*A dangerous precedent an emboldened executive branch normalizing the use of military force in civil society

This will be invoked as a way to deal with immigrants but it won’t stop there.

Information on what we can do will be forthcoming if this happens.

The Reconciliation Act

This is about the budget.  The Republicans passed this in the House and it now goes to the Senate.  This bill is a loose framework for the final budget bill and would cut $1.5 trillion in unnamed spending only achieved by slashing Medicaid, SNAP, and more and giving the richest Americans $5 trillion in tax breaks.

Budget Reconciliation is a Senate maneuver allowing some bill, namely those related to spending to pass with just 51 votes instead of the 60 normally needed to bypass the filibuster.

What does this bill mean for everyday Americans like us?

*Millions of Americans could lose their healthcare or face medical debt

*Hospitals and healthcare facilities could close, particularly in rural areas

*Tens of thousands of kids could go hungry due to planned cuts to SNAP and other nutritional assistance programs

*Billionaires like Ellon Musk will gain even more power and extra billions

What we want to do in the Senate is drag it out so public opposition can mount making the most vulnerable R’s in the Senate very nervous that their job is on the line if they vote for this, that their constituents will be so furious that they will have to either water it down or vote against it and kill it.

We can win and here’s how we do that:

1.    Sound the alarm by talking to neighbors about the harm to our own communities, sharing this newsletter, and hosting highly visible local events.

2.    Turn the heat up on Republicans.  Make them own this. See Calls to Action below.

The Save Act

This is an attempt at mass disenfranchisement, disguised as an election integrity bill, requiring every voter to show documentary proof of citizenship at their local election office.  Among the acceptable documents are a valid U.S. passport and a government-issued photo ID card alongside a certified birth certificate when registering to vote for federal elections.

This would end online and mail-in-voter registration.  It would disenfranchise many from marginalized communities who are less likely to have the necessary documentation on hand or readily available.

It could also pose a barrier for millions of American women and others who have changed their legal name because of marriage, assimilation or to better align with their gender identity.  An estimated 69 million American women and 4 million men do not have a birth certificate that matches their current legal name.

What to do?  See Calls for Action below.

KENTUCKY NEWS

Governor Andy Beshear joined a multi-state group suing the U.S. Department of Health and Human Services for freezing COVID-era health grants, arguing “the federal health department cannot “ ‘abruptly and arbitrarily’ cut off $11 billion in already appropriated public health funding nationwide.” This would impact $148.8 million in Kentucky public health grants.

Trump’s tariffs do three things for Kentucky:

1.    Make your groceries cost more.

2.    Put bourbon industry jobs at risk.

3.    Threaten our farmers’ livelihoods.

(From Kentucky DemocraticParty’s Post)

According to the April 8 Courier-Journal, Kentucky school districts would lose $34 million left in COVID relief fund allocations.  Department of Education Secretary Linda McMahon said previously approved extension to spend these funds would no longer be honored.

Calls to Action

FEDERAL

1. Call Mitch McConnell and Rand Paul and tell them:

TO OPPOSE HB22, the SAVE Act, which is an attempt at mass disenfranchisement, disguised as an election integrity bill, requiring every voter to show proof of citizenship bearing their current name when registering to vote. This would end online and mail-in voter registration. It means showing a certified birth certificate or valid U.S.  passport and a government-issued photo ID. The last name on the birth certificate must match the person’s current name.

TO CALL for the resignation of Secretary of Defense Pete Hegseth for Signal gate.

TO REINSTATE the Local Food Purchase Assistance Cooperative Agreement Program and the Local Food for Schools Cooperative Agreement Program.  These programs give schools and food banks money to buy food from local farms and ranchers, money that schools and child care facilities are counting on.

TO OPPOSE the Reconciliation Act that slashes vital programs for the American people in the budget.

TO RETURN the 17 people who were deported to El Salvador.  Make sure they see this as a core civil liberties issue.

2. Call Mitch McConnell and tell him:

TO OPPOSE the deceptively named National Right to Work Act, proposed by Senator Rand Paul.  These laws would weaken unions, suppress wages, and strip workers of their power. Destroying unions gives move power to corporations.  Stronger unions lead to benefits for all workers.  They set higher standards for wages, benefits, and safety regulations.  If this bill becomes law, every worker in America will be affected.

3. Call Rand Paul and tell him:

YOU ARE OPPOSED TO his defense of Trump’s executive order to dismantle the Department of Education.

4. Call Morgan McGarvey and tell him:

TO BLOCK any bill that slashes funding for vital programs in the budget for 2026.

YOU APPRECIATE his responsiveness to his constituents.
